The FAA received funding to transform all training for Air Traffic Controllers from hardcopies to responsive (tablet and smart phone) digital format. The intent was to bring a new wave of trainees to grow their numbers. To do that they wanted something sexier and more exciting then heavy books and notebooks. One of my jobs as a Multi-media designer on a team of 10 designers was to help create new and interesting environment templates for each training module.
